LAWSUIT? CCSD’S JARA UNLAWFULLY AUTHORIZED $1 BILLION IN NO BID CONTRACTS TO POLITICAL CRONIES & ALLIES?

The Clark County School District has an operating budget of over $5 Billion per year. According to local watchdog group Parents First, under Dr. Jara’s direct control, with the rubber stamp approval of some members of the School Board, more than $1 billion has been handed out in no bid contracts over the last 4 years possibly violating State law.

Nevada state law requires all governmental agencies to put out to open bid any expenditure over $250,000. A recent example of Jara handing out questionable no bid contracts is one for $2 million to a Chinese based CV19 testing company called Fulgent Genetics. Below is the line item for the contract. 360 News could not find any open bidding solicitation for CV19 testing as required by law for this contract. Clearly, there were dozens of local and national firms highly qualified to provide CV19 testing as of February of this year. What’s more disturbing is that Fulgent may have sold teachers and staff’s DNA information to China and other third parties without the consent of the CCSD employees, according to staff.

3.05 COVID-19 Testing: Fulgent Genetics.
Discussion and possible action to authorize the Clark County School District to contract with
Fulgent Genetics to provide randomized, mandatory COVID-19 testing for all employees, to be
purchased through the Elementary and Secondary School Emergency Relief (ESSER) allocation
grant under the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act, for an
approximate amount of $2,000,000.00, effective February 12, 2021, through February 10, 2022, to be paid from ESSER Allocation Grant, Grant 6612020, with no impact to the general fund, is

Jara’s failure to provide competitive bidding opens the School District up to lawsuits and Jara up to possible criminal charges if he had any relationship with those companies.

Parents First is currently planning to sue to stop all future no bid contracts that don’t comply with state law and demand an investigation into Jara’s conflicts of interest with those no bid contracts.
